Its either when the energy is capped at 100. The other reason is because combat potency resets the energy timer. Its really a bummer but will be a lot better in 3.0 when energy regen is stagnant and not on a 2 second tic.

• Presence:  351 sec = 3510 energy (natural regen)
• 2 x AR = 300 energy
• Starting Energy = 100
• Combat Potency = 1305
• Relentless = 700
• Thistle Tea = 40
• Total:  5955

Difference = 120 energy

Could be improved upon further it seems.
